At minimum
Near as I can tell, a guy on the no-fly list– using his own name– smuggled contraband through the checkpoint onto the airplane. At no point, as far as I know, did our regulations fail.
It seems like our security failings were human, rather than regulatory. Therefore I’d suggest that everyone who had contact with the suspected terrorist ought to be fired. The people who trained the people who had contact with suspected terrorist should be fired. The people who trained them? Investigated to find out how they failed.
After that, we can see if we need new regulations.
